You have to refresh every time and wait long till the refresh finished.

I still think, best keep all in a notebook!
And do remember, Basecamp and Club Central are not connected! Once a Level approved inside basecamp, one of the committee member has to declare it (with the member ok) to the Club Central. Only from then on, will it be "officially an Award" in his or her portfolio. Wait, a day or two, specially at busy times, for the award to appear. A letter is send to the member then also.
